This Element introduces a new conceptualization of policy experiments. Policy experiments are seen as comprising four interrelated phases. First, there is an encounter with a charismatic foreign policy instrument. Second, a local issue is problematized. Third, an experimental mesocosm is assembled. Finally, evaluations are produced.
