»The Interpretation of Legislative Powers«: This thesis shows ways in which the interpretation and application of the norms of the Basic Law on the distribution of legislative competences can be discussed, assessed and answered according to coherent guidelines. For this purpose, Frederic Stephan conveys the terms and criteria of legal dogmatic work on competence norms, clarifies questions of interpretation and allocation and describes the causes, effects and solutions of norm conflicts in the federal state.
