»Limits to Power and Capacity of Administrative Jurisdiction«: After the recognition of discretionary administrative powers without normative authorisation in the Federal Constitutional Court's Rotmilan decision, the doctrine of normative empowerment shall be replaced by the system of limits to power and capacity of administrative jurisdiction. This consistently determines the breaches of the principle of full review from the perspective of administrative jurisdiction and unites them with the categorical system of discretionary administrative powers.
